Hobsons Bay City Council's Annual Budget 2023-24 was adopted by Council on Tuesday 20 June 2023.
The budget features $65 million in major infrastructure projects across the city, and funding for more than 100 vital community services.

Hobsons Bay City Council has adopted its 2023-24 budget, which will deliver a $65 million capital works program and fund more than 100 essential and valued community services.
The budget, which Council voted to adopt at its meeting last night (20 June), will see significant investment in infrastructure while responding to the cost-of-living pressures being felt by ratepayers.
Highlights of the capital works program include:
- Buildings ($23.1 million), including sporting and recreational facilities ($11.9 million), environmental sustainability initiatives ($4.5 million), community centres ($4.6 million) and the building renewal program ($2.1 million)
- Recreation and open space ($16.2 million), including parks, open space and streetscapes ($12.1 million), recreational, leisure and community facilities ($2 million) and bridges ($1.1 million)
- Roads ($13.7 million), drains ($2.5 million), footpaths and cycleways ($2 million)
- Waste management ($1.4 million)
- Plant and equipment ($4.7 million), including scheduled replacement of Council’s vehicle and plant fleets ($2.9 million), library resources ($820,000) and information technology ($980,000).
Council has also allocated $600,000 in 2023-24 and $900,000 in 2024-25 for stage 1 of the Hobsons Bay Wetlands Centre – one of Council’s key advocacy priorities.
Community services funded through the budget include support for older people and younger people with disabilities; early years; child health; youth services; Council+ service centres, libraries and community centres; community development; and arts and culture.
Residential rates will rise by an average of 0.83 per cent, as part of an average rate rise across all property categories of 3.5 per cent, which is consistent with the Victorian Government’s rate-capping policy and well below inflation.
Service charges for the collection, disposal and processing of garbage, recycling, glass, garden, and food waste and hard waste – which includes the state government’s landfill levy – will increase by 7.7 per cent in 2023-24. This will help cover the cost of Council’s considerable investment to introduce a four-bin system in 2019-20.
Council will continue to offer rate relief through its Financial Hardship Policy, with $100,000 allocated in the budget for this vital program.
